China
Inquest Pre Employment Screening can provide employee background checks and other employee screening services in China. Inquest access two sources in China:

1. The household file kept on the Applicant by their local police station

2. Their personal file kept by their employer (or by a state owned HR agency if the employer is a private or foreign enterprise). If the Applicant is convicted of a criminal offence anywhere in the country, a record should be filed in both of these files.

Note : there is no national police database in China. Files should contain all convictions recorded during the life of the Applicant. Check is conducted verbally with the custodians of the files and no certificates are issued. We will report full details of the persons and organization who provided the information.

Note: In our experience, well educated, English speaking graduates are highly unlikely to have criminal records in the PRC.

Japan
In Tokyo, Japan criminal records are available to the public at the District Court Level. The Tokyo District Court has criminal record information available from January 1, 1999. The District Court handles criminal cases that are for crimes punishable by death, life imprisonment, or confinement or imprisonment for a minimum period not less than one year. Cases for robbery, quasi-robbery, attempts to commit these crimes, or crimes of habitual robbery are also housed at the District Court. Several private investigation firms in Japan offer to provide criminal histories obtained from “confidential sources” and “inside sources”. We do not feel that the accuracy of the information can be verified due to the confidential nature of the sources, we therefore prefer to conduct hands on searches at the District Court.

Korea
Applicants can personally apply for a Korean Criminal History from any police station. Third parties cannot apply for such a certificate. Please note that it is very common for prospective employers in Korea to ask applicants for such a certificate.

Taiwan
In Taiwan, a citizen or resident can apply for a Police Criminal Record Certificate at any major police station. However the police must inspect the Applicant’s original national ID card. The Applicant also has to provide a copy of his national ID card together with the application form. The certificate will be issued in three working days if no records, or possible records, are found. In the event of a name match, the NBI follows this procedure when individuals apply to them directly for a Police Clearance: If the person with the criminal record has a set of latent fingerprint in NBI files, the applicant's fingerprints are taken and compared against those on file. Alternatively, the Applicant can be asked to obtain a clearance from the courts, prosecutors office or other judicial body where the case originated. The said clearance may indicate whether he/she is the same person being referred to in a criminal case or not.
